Below is important information regarding the new Campus Wide Budgeting system. This information is relevant for all Hyperion users.

Bulletin 1

How is the opening carry forward in the FY12 Plan calculated?

  • The opening carry forward for your FY12 Plan is equal to the surplus/deficit in your FY11 Forecast. This amount is recalculated on a nightly basis.

How do I add an interfund transfer to my Forecast or my Plan

What is aggregation and when is the data aggregated?

Aggregation is the process of rolling up and storing values at one level up in the hierarchy. For example, the departmental hierarchy will have DeptIDs (D321000, D932100) at the bottom level. These departments will then roll-up to an admin unit or faculty. Aggregation is required in order for users to see the summary of the data they've entered at the bottom when they run reports at higher levels in the hierarchy.

  • The data is automatically aggregated on a nightly basis.
  • Users who wish to aggregate the data for their unit to immediately run summary reports can do so by running the ISPlan-User Aggregation rule which is available on the forms in the Forecast and Plan folders.

Position Management and Hyperion

How often is the Position Management Data Updated in Hyperion

    • Generally, Hyperion will be updated once per month after payroll closes
    • During the peak planning month (up to November 26), Hyperion will be updated weekly on weekends
  • Employee Benefits
    • Employee benefits are automatically calculated based on the benefit rate included in Position Management
    • There is a benefit rate for each union group in Position Management. Position Management users can override these rates if they have more specific values for their units; these new values will automatically be updated in Hyperion each time the data is loaded.

Outstanding Issues

o The project team is working to resolve the following issues:

1. Pool Positions: The budget recorded in Position Management for the pool is being charged to each incumbent in Hyperion

2. Ongoing positions with an incumbent and a vacancy in the same period: The expenses related to the incumbent are properly recorded in Hyperion however the expenses calculated for the vacancy continue to be calculated when the position is filled.

How do you get/update security access to Hyperion?

  • Instructions as well as an access request form are available in the FAQ section of the Campus Wide Budgeting project website.

 

Bulletin 2

GPO Funding Transfers

GPO Funding Transfers can be added to your Plan or Forecast. This transfer is for Planning purposes only and will not affect the actual funding in your PG or the Central ledger. Users should only use the form to record planned transfers that will be submitted to the Budget Office after the Planning cycle. Please refer to Q17 of the FAQ section.

Position Management and Hyperion

Outstanding Issues

o Both issues reported in Bulletin #1 have been addressed. Please review your salary expenses in Hyperion to confirm that your units specific items have been resolved. Please notify Budget Support of on-going issues as soon as possible.

Employees currently on Paid Leave

o The salary expense calculation in Hyperion has been updated to account for employees who are on Paid Leave.

Salary Commitment Calculation

o In Position Management, users select to have the Forecasted/Planned salary expenses in Hyperion based on either Hire data (HRMS) or Posn data (Position Management)

§ Hire Data:

When selected the Forecasted/Planned salaries are calculated based on the actual salary rate for the employees attached to each position in HRMS. The calculation also accounts for the current and future employee status (Active, Paid Leave, Terminated etc.) in HRMS in factored into the expense calculation.

§ Posn Data:

When selected the Forecasted/Planned salary expenses are calculated based on the funding details in the "Budget" tab and the employees on the "Incumbents" tab in Position Management

§ Pool Positions:

Pool positions are automatically based on Posn data since the intent of these pools is to plan an overall expenditure for the pool rather than employee by employee and the Pools do not exist outside of the Position Management System.

  • How often is the Position Management Data Updated in Hyperion
    • Generally, Hyperion will be updated once per month after payroll closes
    • This week Hyperion will also be updated with Position Management data on Wednesday night to allow users to review final adjustments before the final load. The final upload for this year's budget cycle is scheduled for November 27, 2010.

  • There are four templates available for your budget review meeting. Please review the attached instructions for more information.


Accounts included in Hyperion

Currently 515 of the 1409 FMS income statement accounts available in Hyperion. The initial plan was to include 100% of the remaining accounts following the Chart of Account review process; however completion of this review is now expected for December 2011. In the interim, the project team is reviewing the possibility of adding accounts if they are requested by users.

Attaching documents in Hyperion.

Hyperion is supposed to allow users to attach supporting documents to cells within their Plan/Forecast. Currently the system does not allow end users to access this functionality. The project team is working with the vendor.

How do you get/update security access to Hyperion?

Bulletin 3

Position Management and Hyperion

  • Load from Position Management
    • Due to some unforeseen technical issues we were unable to load data from Position Management last night. These technical issues do not affect your planning activities in Hyperion. However, salary expenses in Hyperion have not been updated to reflect changes in Position Management that were made this week.

Specific Purpose Carry Forward

  • The FY11 opening carry forward balance for the Specific Purpose Fund has been updated be equal to each PGs Net Assets at the end March (2009/10). The carry-forward was previously equal to the carry forward in FMS at the beginning of April (2010/11), however this balance is not updated for PGs that have a year-end other than March 31.
