What is the new IT Bundled Pricing Model for voice services?
In the spring of 2010, UBC introduced a new model for funding bundled IT services. The goal is to provide a standard basket of IT services to all UBCV (UBC Vancouver) employees, and a basic voice service for employees is part of this.

There are two parts to this new model -- first, a single annual baseline charge based on a department or unit's FY 09/10 payments to IT for services now included in the bundle. This means that for FY 10/11, departments will not spend more on IT services than they did last year for their current suite of services.

The second part of the model is the annual FTE (full-time equivalent) charge of $680. The FTE charge ensures that the cost of providing bundled IT services can be recovered as employees are added to the University. The FTE change is determined by comparing a baseline FTE count (as of February 2010) with a 12-month average as of February 2011. If there is no FTE change within the department, no FTE charge will be collected, except for the annual baseline.

Are Voice Services now free?
Voice Services are not free – but they are now provided in a way that ensures all employees can receive a phone line. A basic voice service is now funded and available for all UBCV employees through an annual recovery fee charged to departments called the IT FTE Charge. Elements in the basic voice bundle for employees are no longer charged back to departments on a monthly basis, as they were in the past.

Services for non-employees, such as utility phones, conference phones, fax lines, etc… are charged on a cost-recovery basis to UBC Internal departments. In most cases, this has resulted in a reduction of fees.

Do I still need to pay for phone installations and moves?
Phone installations and moves may still incur a charge in cases where additional materials are required, but in general, there will no longer be a charge for regular moves/adds/changes. Major installations for new buildings, however, are recoverable as part of the project costs.

When will I find out my department's baseline?
The UBC ITFinance Team will provide baseline information to UBC Internal Departments in the September/October timeframe. However, your baseline amount won't be greater than what you paid to UBC IT in FY 09/10 for services now included in the bundle.

What services are included with the bundled services pricing model?
A number of services are included in the bundle funded by the new pricing model. Some of these services were charged back to departments in the past, such as voice services, whereas others had no direct charge to departments but they were funded out of other revenues.

Why has the University moved to the bundled services pricing model?
The goal was to simplify administration around billing and pricing, reducing the overhead required for UBC departments to consume these services. At the same time, we wished to make standard IT services available to all UBCV employees who require them.
